I think the name should be changed from engineering-handbook to development-handbook
Problem
We haven't used the term 'engineering' in relation to our development work and I think others won't associate it immediately with our development standards and guidelines, etc which this documentation supersedes.
Proposed solution
change the name engineering-handbook to development-handbook

We had this discussion in the technical architects meeting and thought that "engineering" might be a better choice because the handbook isn't intended to be just for developers. We would also like to include standards and guidelines for webops and platform engineers, architects and technical testers and wanted to choose a term that was more inclusive.
