Add an option for annual timestep #190

It would be useful for some applications to be able to use an annual timestep. This will give more flexibility to the model.

This should be easy to do and I can see the appeal.

In theory, this would make this more like a climate-driven spread model instead of a weather-driven model as it is currently intended.
