Address relatedReceiptId INFO log message

The prod Runner logs are full of "relatedReceiptId is deprecated, use receiptId instead" messages. These are spurious and should not be logged to GCP.

After investigation, the message originates from this function on the Near Primitive Block. The problem is that the block is frozen into the VM. We can't change its implementation. As a result, it makes the call using whatever console was at the time of freezing, which is the system console. As a result, these logs slip through.
