Proposed functionality

Similar to #57, where the request is to add a logging option to the rule actions.
A "count" option is a similar action that can be applied on some systems and would be useful. From what I've seen, the count option would then let you specify a the name of the counter that can then be queries in the system UI or through automation/telemetry.

Use case

Some systems have a count option for action actions to track the number of times a packet matches a certain rule. This would allow users to capture that option/action in the ACL plugin, much like the logging option requested in #57
