A few sub-tasks:

Handle cases where we don't have an explicit flagfile for a target in Azure
Make build preferences actually preferences, i.e., fall back to compile mode if vmfb not available in azure.
Handle cases where no tuning spec found for a target in Azure
Fix bug with compiled .vmfbs not getting picked up once cached (always recompiles)
