The proxy doesn't seem to be working

I compiled this locally on a fresh Ubuntu 16.04 install and it uses the old browsers, but connects me to the live web. Help would be much appreciated.

To add on to that, it only seems to do it some of the time. Other times, it just gives me a 404.

I modified some of the networking settings of the VM I'm running this in to try to fix this, and now I get "port already in use" errors when I run ./run-local.sh immediately after system boot, even though I changed the settings back.
