Create multi-arch image as part of the ocm-cli/latest release

Description
As part of the pre-release for the com-cli that we expose under ocm-cli/latest there should be an asset for the OCI image of the ocm-cli that is a multi-arch image that contains images for all platforms we build and support the OCM CLI for (currently only amd64 is packaged). This works already fine in the standard release.
