TSL handshake error not valid JSON scheme logs

What steps did you take and what happened:

2023/10/31 10:14:15 http: TLS handshake error from x.x.x.x:xxxx: EOF is not a valid JSON scheme logs, while any other log is follow the JSON scheme in the controller manager pods.

What did you expect to happen:

I except to log everyting in JSON format in controller manager pods.

Environment:

• Gatekeeper version: v3.13.0
• Kubernetes version: (use kubectl version): v1.25.6
