REQUEST: Repository maintenance on the community repo

I will implement this change, just opening this issue for tracking / visibility (motivated currently by: #2409).

Requested changes

Relax the repository setting for running GitHub Actions for PRs submitted by new contributors, from "Require approval for first-time contributors" to "Require approval for first-time contributors who are new to GitHub".

Purpose

To reduce a barrier for new contributors.
