When a "delete a case" action fails because the case is blocked, there is no feedback to the user.
How to reproduce the bug
1- Select any study
2- Go to the case portal
3- From the Actions button in a case, select "lock"
4- From the Actions button in this locked case, select delete.
5- click OK in the warning about being a permanent action
Then nothing happens nor message about "Not able to delete a blocked case" is shown.
Proposed fix
When a case is locked, the "delete" action should be disabled and have a pop-up info with "Delete is disable in the locked cases. For deleting the case please, first unlock it" (or any similar message).
