Location for license information

Key component for OIN will be the license. We'll need to have documentation about the license. Should this text live here in the register repo or in a separate repo?

I think in the register is the best place so it is clear what license people are agreeing to when they register.

Added a LICENSE file 9ccfa0e. We'll want to outline license in a readme description as well. Will keep open until that is complete.

Does this mean that public domain imagery acquires an attribution requirement by virtue of being listed in the registry?

It strikes me that master.json should include a license field (populated with values from https://spdx.org/licenses/, similar to npm) and that this registry includes a (limited) list of acceptable licenses.
