Changing the JavaPPL tool

Is your feature request related to a problem?
The PPL Java tool has been handcrafted with a particular model and work flow in mind. It has a lot of hard coded pre and post processing logic. This makes it less scalable to future models and newer workloads.

What solution would you like?
I think we should keep the pre and post processing part on the model side. This would allow each model the flexibility to do whatever it wants without affecting anything else. This will enable faster updates, custom model changes and will make the entire package more modular.
