Add layer with public administration

Second group of editors is starting task about it. Their work is to validate all objects from teryt checking if they have office=government and government=administrative, also they have to add tag with sub-page with information for Ukrainian refugees (webpage:refugee:uk) and admin level of unit.

The task is to add this info to the map (possibly quick) so they can see results of their work.

filter is office=government and government=administrative and admin_level is not null

Best way to do this is to add them all as one layer, but style every admin level different way

On the hint we need to present (among others) newly added web page (webpage:refugee:uk)
