Provide a way for moderators to tag and verify incoming reports

As a moderator, I want a way to confirm that incoming reports are 'true positive' and add tags describing the type of sounds reported, so that I can meaningfully sort/filter report data.

As a citizen scientist, I want to sort/filter out verified reports and tags so that I can get to the audio recordings that are important to me, such as orcas or other species.
