feature request: add support for setting Session Manager preferences

Please add support for configuring Session Manager preferences, e.g. configuring which log group and/or s3 bucket commands get logged to.

Session manager preferences are configured at a regional level.

Environment

• version of org-foramtion (ofn --version): 0.9.18
• version of node (node --version): 12.18
• which OS/distro: macOS Monterey

which cli calls would you like to be able to be supported through cloudformation?

I've looked through the cli commands for ssm and I don't see a relevant command for this. In the System Manager user docs do see an option to configure the Session Manager preferences with a run command:
