This year in Italy the Solemnity of the Immaculate Conception was celebrated in place of the Second Sunday of Advent (at least, it was marked as such in the Liturgia CEI app and in the Diocesan Ordo for the Diocese of Rome).

However, the review Notitiae 1990 states:

Since Sunday is the foundation and nucleus of the entire liturgical year, it must be proposed and instilled into the piety of the faithful as the primordial feast day (cf. Sacrosanctum Concilium, n. 106).
This norm, established in the Constitution on the Sacred Liturgy, restores the primacy of the celebration of the Lord's Day over all other celebrations, “unless they are truly of the greatest importance” (ibid.).
This applies in a special way to the Sundays of Advent, Lent, and Easter, which take precedence over all celebrations, even those to be celebrated as solemnities.
However, when solemnities occur on these Sundays, according to n. 5 of the “General Norms for the Liturgical Year and Calendar,” they must be anticipated to the preceding Saturday.
Pastoral experience, however, has shown that this solution presents some difficulties, especially regarding the coincidence of the celebration of the evening Mass and the Second Vespers of the Liturgy of the Hours for a solemnity with the celebration of the evening Mass and the First Vespers of Sunday.
To preserve, as far as possible, the integral celebration of both the Sunday and the solemnities, which are fully accepted by the piety of the faithful, the Congregation for Divine Worship and the Discipline of the Sacraments, with this Decree, introduces a variation to n. 5 of the “General Norms for the Liturgical Year and Calendar,” as follows:
“Because of its particular importance, Sunday cedes its celebration only to solemnities and to feasts of the Lord; however, the Sundays of Advent, Lent, and Easter take precedence over all feasts of the Lord and over all solemnities. Solemnities that occur on these Sundays are transferred to the following Monday, unless it concerns the occurrence on Palm Sunday or on the Sunday of the Lord's Resurrection.”

Henceforth, this norm thus renewed shall be observed by all. Regarding the particular calendars of nations, dioceses, or religious families already prepared for the year of the Lord 1991, it is permitted to maintain the solution previously foreseen in these calendars, according to the norm in force until now.

The contents of this Decree, prepared by this Congregation, have been approved and confirmed by the Supreme Pontiff John Paul II, who has ordered that the same Decree be made public.
