Hook Wake Words to Skills

Just an idea that popped up...

Yesterday I was reading an article about SONOS releasing their own offline "Hey Sonos" voice control software stack for their speakers that already supported voice control by Google/Alexa. This got me thinking...

Within ovos-core we already support multiple wake words, what about adding configuration settings to wake words to link skills to certain wake words? This could be done by both white-list and black-list configurations for wake words.

For instance;

• A user adds a "Hey Sonos" wake word and limits that WW to only use the sonos and/or spotify skill.
• A user adds diferent wake words for each of their children, speciafically trained by each of their own children and prevents them to access certain skills.
