Push OxQL align table operations for gauges into the database

See #6480. That issue started as a high-level investigation into pushing many kinds of table operations into the DB, but it's too general. This issue tracks specifically pushing align operations for gauge types into the DB, which is both the easiest kind of operation and also the most valuable (since the environmentals like temperature constitute a huge fraction of the data in the DB now).
