The CLI osdb has an upload mode, but it only generate error responses from OSDB's API for now. OSDB docs are a little bit thin on the upload topic, but they do exist, so there's a lot of room for improvement. The two sources I could find are:

The second one is the "enhanced" version, not sure what that means. There may be other open-source implementations to check out.
