Judy is an old library that is not being developed anymore. It has undefined behavior and has been a source of many problems (see this for example: p4lang/behavioral-model#1001 (comment)). The previous clients of the library (PI and behavioral_model) have moved away from using the library due to its problems. Please remove this dependency from target-utils as well.
