Enabling debugging isn't standard/contradictory to docs. #285

Having had a lengthy and frustrating chat with support I found that the 'Standard' debugging does not work as expected within a Pantheon environment.

This file should show the full configuration as per the docs https://pantheon.io/docs/wp-config-php#how-do-i-enable-debugging even if all defined as false for debugging disabled.

Also for clarity I believe the line /** Standard wp-config.php stuff from here on down. **/ should be removed as this is suggestive that everything from this point onward is as normal as WordPress gets (it's not).
