Will make the setup of TXI smoother, and if we ever get a deploy-update script working it will help there too.

The idea would be to rewrite some subset of the templated files for you, such as set-dev, hutchenv, hutchpython

I believe the set-dev scripts are written generically, so they won't need any rewrite but a script to deploy the template and update files would be very nice!
