Refactor: use Oban jobs instead of GenServers? #2

There are a few things that need to be done to make this happen:

Create a boundary so we can swap implementations and create an implementation that uses the GenServer one
Add a new implementation that uses Oban
Create a switch mechanism, maybe an env var
