Not seeing path CLI php.exe

I'm currently using version 1.10.5 of go-pear.phar and everything works as it should.

Now I'm trying 1.10.7 and when I run php go-pear.phar it starts the install, on option 13 it wants me to add the path in, and I cant proceed without entering it in.

it seems that php go-pear.phar 1.10.7 is not detecting the root of PHP folder where php.exe resides as designated in my environmental variables, or in the include_path in my php.ini file?

This is a Windows install.
