Update labels for Udacity #11

labels should be ["Truck", "Car", "Pedestrian"], "car" cause training error, see Udacity dataset README https://github.com/udacity/self-driving-car/tree/master/annotations
I think also error with labels different cases can be fixed here https://github.com/penny4860/tf-eager-yolo3/blob/master/yolo/dataset/annotation.py#L8 if make labels case insensitive
