Procedure to release a new release.

  1. Update the version in README.md, main.rb, and changelog.txt.

  2. Ensure that the changelog lists all the important changes.

  3. Ensure that the tests pass.

  4. Merge dev into master.

  5. On Github, click Releases, then create a new release for the new version.
