New release for OJS 3.3

Describe the bug
The 1.1.1.0 release does not include the update to the version tag in version.xml.

As a result, OJS 3.3 reports "Can be upgraded", even though the latest release is installed.

The branch stable-3_3_0 includes a number of fixes beyond version 1.1.1.0.

To Reproduce
Steps to reproduce the behavior:

1. Install OJS 3.3 + HealthSciences 1.1.1.0
2. Navigate to the Plugin Gallery
3. Scroll down to Health Sciences
4. Reports "Can be upgraded"

Expected behavior
The version in the release package should match the version in the plugin gallery descriptor.

Additional context
A new release of 1.1.1.1 from stable-3_3_0 could be the simplest fix here.
