Currently frontend and backend have different configurations for towncrier snippets and titles.

Backend: Change CHANGES.md to CHANGELOG.md
Backend: Fix news template (currently broken)
Backend and Frontend: Use same categories on both Frontend and Backend
Backend: Add issue_format to configuration
Frontend: Fix issue_format to point to the top repository, not the package name
