This PR will resolve #4 , which required to find substitute for discord.py. (In this PR, we use py-cord)

@Lee-W @tai271828 Could you help review this PR?
Not sure if it's ok to put pipenv's and poetry's project config file in the same project?
I am thinking of in this way it means our project can support pipenv install and poetry install so it's better?
