Docs unclear about support for python 3.12 #1635

NOTE: Latest PyTorch requires Python 3.8 or later.

Currently, PyTorch on Windows only supports Python 3.8-3.11; Python 2.x is not supported.

Two places in the page say different things. I assume it is just a fault in updating the page after python 3.12.
