Update the Azurite image version

Looks like dependABot does not check the Docker image versions for DevService. Today the Azurite version is 3.19.0 but there is a new one 3.20.1 : https://mcr.microsoft.com/v2/azure-storage/azurite/tags/list.

There are several options that we could think of:

• Contribute an Azurite testcontainers module
• Dependabot used together with templating-maven-plugin
• create a Dockerfile somewhere and configure Dependabot to update that, then during the build extract the information
