Vsite error reduction factor

Due to random noise which can appear in the optimisation, density calculation and aim partitioning the vsite fitting of some molecules (mol 22 from the test set) can be inconsistent. In the next refit, we should look at changing the error reduction factor to make sure extra sites are only added if the reduction in error is significant.
