In navigation, a certain conditional page, after a page with datasets that sets the conditional values, without datasets is greyed out but not skipped.

  Maybe a fix would be:

(set_prefix == '') and ((page.is_collection or set_index == 0) or (not page.is_collection and set_index))

instead of

(set_prefix == '') and (page.is_collection or set_index == 0)
