Linking HV3 fails with latest toolchain arm-none-eabi 12.3

Here are the steps I follow to reproduce the issue:

0. install ubuntu 22.04 LTS, make
1. install latest arm-none-eabi 12.3
2. clone stmbl, enter dir, run make

This is what I expected to happen:

Project should compile and generate binaries for firmware and bootloader for F3 and F4 boards

This is what happened instead:

Build reaches hv3.elf linking stage, fails and terminates

It worked properly before this:

Project builds properly with older toolchain version 10.3
