Can't move page when using page rules

Describe the bug
I have an user assigned to two groups: the first has only read permissions to all wiki pages and the other one grants all permissions on paths starting with /administracao. When this user tries to move/rename the path of an existing page under /administracao (for instance, move /administracao/some-page to /administracao/some-page2), they get an You are not authorized to move this page error.

To Reproduce
Steps to reproduce the behavior:

1. Create two user groups:
   1.1 "Usuários padrão", with read:pages, read:source, read:history, read:access permissions granted and a page rule with the same permissions granted for /
   1.2 "Administração", with all permissions granted and a page rule with all permissions granted for paths starting with /administracao
2. Create an user and assign it to both groups
3. Log in to the new user account
4. Create a Visual Editor page under /administracao with some content (let's say, /administracao/test)
5. On the /administracao/test frontend page, click the "Page Actions" button on header bar and then click "Move / rename"
6. Try to move /administracao/test to /administracao/test123
7. Get the You are not authorized to move this page error.

Expected behavior
The page should be renamed/moved without issues.

Host Info:

• OS: Ubuntu Linux (bionic) 18.04 x64
• Wiki.js version: tested with 2.1.107 and 9384ce1
• Database engine: PostgreSQL 10.11
