inconsistent category names

some of them are plural and some aren't, like Libraries vs Bug Workaround

I think all should be plural depending on how you look at it, so does the category contain "Libraries" or is this singular mod a "Library"

also compared to the neos manifest some categories had "Tweaks" removed from their names but also some haven't so that's kinda weird but probably fine
