Currently (IR+ 2.0.4 and 2.0.6), institutional collections that are marked 
Private are still visible to the public, although any items within them are 
not.  It would be preferable for them to be completely hidden; this way, we can 
begin building a collection behind the scenes and only unveil it when it's 
ready for public consumption.

The attached patch (which adds two lines to the home.jsp file) restricts the 
list of institutional collections displayed on IR+'s front page to only those 
collections that are publicly viewable (i.e., the publicly_viewable column is 
TRUE).  The patch isn't necessarily meant for release versions of IR+, it just 
shows one possible (and very simple) way to hide collections while they're 
being built so they're not highlighted on the front page.
