If you have cwebp working, you can use the cwebp-command-line-options option. Cwebp accepts both a "-resize" and a "-crop" option. Find them in the docs here: https://developers.google.com/speed/webp/docs/cwebp

I see there is some interest in resizing. I could perhaps consider implementing such an option as a general option...
