With weak +12v power stim board acts funny - serial works but CAN traffic is not received

do we have hardware to detect weak VCC?

For example, we can use TST49 circuitry (which is currently not available on connectors):

We can set OUT3 to "1" and measure the scaled "12V" voltage on analog IN3.
