[Proposal] Generate temporary Wiki3 for every PR #361

I propose to create a workflow that generates Wiki3 and uploads it to e.g. rusefi.com/tempwiki/, and another workflow to remove it from the server whenever the pull request is either closed or merged.

This will allow for review without the reviewer needing to download it and generate it on their own computer.

@rusefillc This is pending your approval. It will use about 2.5GB of your server's bandwidth quota for every pull request.

Could this be reduced significantly?
i.e. by copying only relevant directories (exclude *-backup & *-History,...)

The by far biggest resource consumption is caused by OEM-Docs but like very few docs are actually referenced in wiki doc links.
