Replace Live link in header

Our 'New Packages' section links to https://rweekly.org/live which has been defunct for some time. I'm changing the in-issue link to

📦 Keep up to date wtih CRANberries 📦

for at least this issue, but we should update the template to something permanent.

The header link should probably just be removed.

Thanks for picking up on this @jonocarroll! I see you've already updated in-issue draft template with the CRANberries new pkgs link, and I can't think of anything better we could link to for the website header now that the live page is defunct so I agree we should probably just remove the "Live" link header from the index page.

Maybe lets leave this open for another week or two and then go ahead with removing the "Live" header if there aren't any objections or other suggestions?
