The NORMALIZE_WHITESAPCE flag allows you to alter the amount of whitespace if whitespace already existed in the original output - it does not allow you to arbitrarily add whitespace.

I'd like the ability to add extra whitespace so as to align numbers and hence make the docstring more comprehensible.

To enable this use case I think adding an IGNORE_WHITESPACE flag would be very valuable - the clarity of the docstrings shouldn't have to be compromised to suit the tool.
