Resolve CRITICAL/HIGH severity dependabot warnings

We have about 14 critical/high severity that we should definitely address.

Are large potion are these are frontend build tools such as babel. Our CI currently doesn't have a build check for our React app and we don't also have any smoke tests, which may be a pre-requisite to ensure we can still properly build the React apps.
