Adjust graph behavior for Bay Area total cases & deaths #1151

To reduce down time for our Bay Area Total Cases and Deaths charts, the totals should not be dependent on having data from all counties. These charts should show cases and deaths for all days for which we have data available. The following info tips will help viewers understand what they are seeing:

For cases:
What this graph shows:
This graph shows daily totals of confirmed cases across the entire Bay Area reported from counties for which we have data. Due to delays in reporting and data collection from certain counties, totals from recent days may be updated as additional information becomes available. To see when a county was last updated, check the individual county charts in the section below.

For deaths:
What this graph shows:

This graph shows daily totals of COVID-19 related deaths across the entire Bay Area reported from counties for which we have data. Due to delays in reporting and data collection from certain counties, totals from recent days may be updated as additional information becomes available. To see when a county was last updated, check the individual county charts in the section below.

On cases chart we highlight the most recent data we have and compare that to the previous day, this doesn't seem appropriate anymore with the change to how we're tracking total numbers. Is there another stat we could put here?

That's a very good point, with the data coming in at uneven intervals for Bay Total charts, I'm inclined to pivot away from hard numbers for this chart. I wonder if we could display some kind of trend statistic for a longer time period. Something like 'declining slowly/quickly over the past 2 weeks'. Of course we would have to discuss how to define these labels both internally and for site visitors. Perhaps we can discuss options on Wednesday.
