Add "per 10K" toggle to cases and deaths charts

I think nominal cases and deaths numbers are important, but it's missing crucial context for comparing one area to another.

It seems to be a best practice to publish covid statistics using a "per 10K" using the region's population.

cases / (population / 10,000)

This normalization technique should be considered everywhere it makes sense.
