Network capabilities required to start packetbeat in docker are ignored by docker swarm mode.

Neet to keep an eye on moby/moby#25303
Once this issue has been resolved, more options to service create will be added and so hopefully packetbeat can then be started in swarm mode

This feature has been shipped with the latest docker version 20.10. See issue: moby/moby#25885.
