• Formally propose moving Shipwright to the CNCF.

Meeting minutes:

• We are waiting for the pre-release in the operator repository, so that we can proceed with moving pre-releases to latest stable releases in the other repositories ( cli and build ). For the website, the blog post and the release notes are completely missing.
• We've had a discussion regarding the project's transition to the CNCF (Cloud Native Computing Foundation). An email was sent to the community through the mailing list on October 10th, 2023. As part of our initial plan, we scheduled this meeting to see if there were any objections. Following today's discussion, we can confirm that as of October 23rd, 2023, there have been no objections raised on this topic. As a consequence, the Shipwright community will move forward with its application to the CNCF as a Sandbox project.
