I've developed a recipe of testing components at https://github.com/tractorcow/recipe-testing.

Possibly we could use this for CI, or we could add it as a suggested library for installer. This could replace the require-dev in components such as framework.

+1 from me. Seems like a super low impact enhancement too. Can we just do it? =D
