If we give this "power feature" to users, we should describe how it's supposed to work. Will the messages be discarded or flagged when spam is detected? Can a user revert this decision? How is spam detected? E.g. if Akismet is enabled, spam submissions are checked in the background - so its completely opaque what happens to a CMS user.
