Specifically:

type SessionStore m k v = Maybe ByteString -> IO (..., IO ByteString)

should become:

type SessionStore m k v = Maybe ByteString -> IO (..., IO (Maybe ByteString))

So that when the cookie is valid and not near expiration, you can just leave the cookie alone.
